this law requires. and on the issue of grant writing proposals, we have grant writing people that have written proposals to the city for 50 years. and the percentages are less than 1/2 percent for bayview hunters point. but you need to understand is that we have raised a new level of sophistication from the 60s to 2013. so it isn't that we don't know how to write a grant, it is following the law. what we are talking about is what the rfp said. it had sunshine ordinance in it and a provision that you can't stereotype in the selection process. i brought with me exhibit a, vivianeles. i read every comment the selection made including hers. they said in effect because she was from public housing she lacked the sophistication to put on an event. i read e-mails where it said some of the commissioners would not drive their vehicles in the bayview. i read the research and that's a violation of chapter 12 of san francisco administrative code that i have followed for 20 years. >> mr. williams, how does this reflect on puc as opposed to the arts commission? >> because the money, this is the sourc

attorney we're not breaking any laws it's our standard practice to put a d b number into a sound test to let the venue know whether they're in violation of that or not but in lou of having the person not being available the standard is can i hear it outside or not. to be honest that's how the police did it before there was a entertainment commission. they did a have sound officer but he often didn't have a meter so i guess i reiterate that so you feel somewhat comfortable we're not suggesting permits with no sound levels set we're setting a high bar but not holding up the process and we'll be able to bring that down >> so in keeping with that and the fact we have civil certificates to serve the public and if something is our fault i'd like to move that we issue the 6 permits place of entertainment permits until such time as the entertainment commission has a sound officer. that's my motion >> there's a motion is there a second. >> second. >> all right. any further discussion about this those are permits we've already heard their pending. >> that's right. >> we've gotten police

, the intent of the law when it says in the law the purpose is to better serve the students who are not in the top of the achievement gap. we didn't use those words then but that's the disturbing part. the charter law requires that in order to be renewed you have to be in the figure out percent on the ap i this school was there and this year it's better. by the disturbing thing is for many years they languished in the schools ranking and now are in the second. incorporated if you look at a school you wouldn't find up in san francisco only half the students are white and 6 as it is in the per actually in the similar schools ranking. so we don't really have the ability to do this but i just think - and i am fairly confident this charter will be rude. it would be stretched not to renew the charter so i hope you people in the audience are not anxious about what i'm saying. even to it would be a stretch we'd have to talk about what we think about those conditions and to speak with the charter operators and the board of the charter school about you know why this is true. if that were

working with the planning department on t. at the most basic level this ordinance implements state law that took effect earlier this year and is called the cottage food ordinance because we're not selling cottage cheese or anything about cottages. it's about a small operation, small food making operation being allowed to exist in residential areas as an accessory use. the provisions that allow this to exist are defined pretty clearly in state law. the city had some -- has some options in terms of how we're implementing it. this is what the planning department recommends. this item is at the planning commission this thursday. most specifically, the cottage food ordinance that's proposed allows for the sale -- for the production and sale of certain foodstuffs out of the home in a space up to a third of that space. and the reasons for this are that it provides some more healthier options, helps people supplement their income slightly and pushes us along the path for more sustainable food sources at a small level. supervisor chiu has long been interested in these issues. he carried a urban
